Because the enactment into law of S. 2739 is now "inevitable," to use Wendy Doromal's word, the names of possible candidates for the CNMI's first non-voting delegate to the U.S. House of Representatives in November have started to circulate.
So far, the names we have heard are:
1. Pete A. Tenorio, the current CNMI resident representative to Washington, D.C.
2. Juan N. Babauta, former governor and former CNMI resident representative to Washington, D.C.
3. Greg "Kilili" Sablan, the current executive director of the Commonwealth Election Commission
4. Robert Torres, a former attorney general and now in private law practice
There may be more. Who can do the job best?

However, without implementing regulations, key details remain unknown, GAO adds.

I have called for change, for a revolution, and for voters to clean house. But that does not mean Tina Sablan should be included, and I am waiting for our newly elected representatives to show us what they are made of, to show some guts, to show some moxy. Tina has already done so. I'm waiting for the rest to step forward. Ralph has stepped up, and I'm proud of him.
Bottom line? Call me or don't call me, it is your call. But tell me, what is your solution New Boy? To sit on the sideline and do nothing? I would rather raise hell and call people to action. As for you my friend, keep the criticism flowing. It is nothing new to me and is certainly nothing I cannot handle. No one is perfect, and I have never ever claimed to be. I know my limitations, and I know the wrongs I have committed in my life. But that will certainly not stop me from doing what is right. If anything, it gives me strength and determination to work at establishing an honest, clean government.
For those naysayers who say it can't happen? Two words: Tina Sablan. Almost every single person I spoke to, including her friends, predicted she would lose, including me. There was no way she could win without any real campaigning. She proved us all wrong. But she also proved that it can happen. When you set your mind to something, anything can happen.
I want what is best for our islands, and there is no way we can ever attain this with the way things are being run now.
We need honest, effective leaders. Change is in the air New Boy. Breathe it in, and maybe you will want to be a part of it.

Will there be any NBN candidates for Delegate in 2008?
I say Pete A now qualifies as an NBN candidate. Although he's been around for a long time, he's shown a gutsy independence from the OBN and has risked his political future to do what he thought was best for the CNMI. Most of the heat that he's undoubtedly going to take will really be motivated, deep down, by the fact that he dared to take another path from the OBN.

He supported a reasonable approach of working with the feds before the bills were linked, and he knew his public positions would actually reduce his chances of being elected to the post that he fought so hard for the CNMI to finally have. I totally agree that Tina Sablan is the best thing to happen to the CNMI, but Pete A had a lot more to lose (a long political career) and he put it on the line.

Actually, that is not true. Senator frica took the austerity cut before Tina was even thinking about running. No she doesn't throw herself in front of reporters, but look at the Notes from the Hill articles, she's always done the research needed to really understand what the laws are about and what legislation would change. She's written legislation that is now law, and sometimes given the bill to someone else to introduce, to either get the support for the votes, or because the Senate cant introduce appropriation bills. That's one of the terrible problems on the Hill, legislators use legislation like tennis rackets, just lob the problem back over the net, if we're lucky. Most of them don't do the work to find out what effect changing the laws will have. Doing a good job as a lawmaker isn't noisy, or flashy. So, is this advocacy for her as a Delegate candidate? Not necessarily, but Senator frica deserves credit where credit is due. The renewable energy bill, the excise tax exemption on alternative energy components and Energy Star products, the government style 401K, the reform of the pension plan. None of that was simple or easy, she is definitely not one of the OBN, and worthy of more credit than you gave her.
I agree with the last post praising Frica. She has definitely been a very solid and conscientious public servant from Day One, not just since it's been fashionable. Come to think of it, it still isn't fashionable, because elected officials who demonstrate independence are so much in the minority. I don't like her involvement with the new labor bill, but I'm certain of one thing: she did what she thought was right, just as she always does. I'm glad that we have both her and Tina (and some of the others) up there.

Also, they won't really be forming a network. It will be more like an enlightened collaboration of independent spirits. I would therefore offer the more gender-neutral, functionally accurate term "New Kids on the Block" (NCB).

My Ed, what a marvelous idea. Tina is my first choice for delegate and Ed Propste is my second choice.
Marianas Pride was one of the voices of reason in the movement for the much needed sweeping change here.

In fact, I also told the Republican cabinet that Juan would finish 3rd and Ben Fitial would win by 1 percent (7 Rep. party members present and I still have dated notification from A1 Realty web site announcement from 2 weeks before election) after having AP Govt. students poll 800 (5%) registered voters across districts. 1 inner cabinet member told me I did not know what I was talking about and another told me I did not understand the angle they had on absentee voters. I told them what I do understand is statistics and Fitial will win due to enormous support from Garapan and JB will come 3rd by 2%.
I also think Tina would win for Governor or Delegate, whichever she wants.

Well, well, the way I see it is the Saipan Chamber of Commerce circled the wagons to block HR-3079without my permission and sent a lobby A team to lie to the US Congress and tell them Chamber members unanimously opposed federalization...and the day they arrived in DC, Chamberonomics I forever branded their integrity...and the credibility of that organization has never be the same.

ReplyDeleteSaipan blogger suggested every current public official could run for delegate without having to give up their current office. He and readers should think twice about that.
ReplyDeleteCNMI Constitution, art. X, sect. 5:
"Resignation from Public Office. An elected public official shall resign from office upon certification to be a candidate for another public office, if the term of the office sought begins before the end of the term of the office held."
Of course, an argument can be made that the delegate position is a "Federal" position and that therefore this CNMI constitutional provision does not apply. I don't think that argument is persuasive, however, because (1) the delegate position is for purposes of representing the CNMI, (2) the office to be resigned is a CNMI office, clearly subject to the commands of the CNMI Constitution, and (3) there is no language in this constitutional provision exempting candidates for any (particular or class of) "office sought" from its application.
Article V, Section 2 of the CNMI Constitution, concerning the term of office of the Resident Representative to the United States, provides:
ReplyDelete"In the event that the United States confers the status of member or non-voting delegate in the United States Congress on the resident representative and such status requires a different term, the term of office of the resident representative shall be that required by such status.
Subtitle B of ISLA, providing for the Northern Mariana Islands Delegate, specifically provides that the delegate is the Resident Representative provided for by the Covenant (and the CNMI Constitution). This means the foregoing constitutional language is operative, Pete A's current term will expire at midnight January 2, 2009, and if he wishes to remain in Washington, he will have to run this fall.
It also is a clincher on the issue discussed in my previous post. Any current office-holder who wishes to run for the delegate position must first resign their current office.
Don't say Dekada Shyster didn't learn anything during his years of service as CNMI Senate Legal Counsel, the "10th Senator." (!)
