Delegate candidates

Because the enactment into law of S. 2739 is now "inevitable," to use Wendy Doromal's word, the names of possible candidates for the CNMI's first non-voting delegate to the U.S. House of Representatives in November have started to circulate.

So far, the names we have heard are:

1. Pete A. Tenorio, the current CNMI resident representative to Washington, D.C.

2. Juan N. Babauta, former governor and former CNMI resident representative to Washington, D.C.

3. Greg "Kilili" Sablan, the current executive director of the Commonwealth Election Commission

4. Robert Torres, a former attorney general and now in private law practice

There may be more. Who can do the job best?

  1. how about stanley torres? imagine what he would say in a privileged speech on the hill...

  2. How about Howard Willens or Deanne Siemer? Sure, they'll make everyone hate the CNMI. But they'll work for free!

    ReplyDelete
  3. ...i don't think that Howard Willens can survive the trip to d.c. because it requires too much time outside of his coffin.

  4. Who has this unique combination of attributes: the experience of having done the job, and the wisdom to recognize that the job should not exist in the first place?

    Froilan Tenorio.

    ReplyDelete
  5. the only thing froilan tenorio is good for is opening bottles of beer with his nose.

    ReplyDelete
  6. This wisdom to recognize that the job should not exist in the first place? Why, because the CNMI is an independent nation?

    ReplyDelete
  7. Is there any doubt that Pete A. isn't the man to stay there?
Experience. Out of the 'Fitial' loop. (they had enough of 'Fitial's' crap in D.C.)
Smart guy. Is already commected to the right people and they don't associate him with the despised 'Fitial' crowd!
    Need more?

  8. We are not an independent nation, but we have the same rights of internal self-government as an independent nation.

Adopting the trappings of territorial status (like a non-voting delegate) will only encourage Congress to assume we have such status and treat us accordingly.

Whoever we elect to the position must be able to resist the pressure to fall into the "territorial trap" himself. It's a tall order. I used to think Pete A was capable of it, but he proved me wrong.

  10. "We are not an independent nation, but we have the same rights of internal self-government as an independent nation."

Chamorros are a self serving, greedy people. What same rights? If China ruled the Marianas YOU would be put to work in the garment factories. You are spoiled to the core. You always have your hand out for charity and welfare. You want independence, but you don't want to work.

    ReplyDelete
  11. People you believe sentiments such as you have just typed are racist.

There are more Chamorros working in the private sector than there are working in the government.

  12. I will support and vote for the candidate who lays out a PLAN. Someone who is not and never will be a part of the OBN. Someone who will put our people first instead of a party. Someone who will hire a competent staff, rather than just a bunch of relatives. Someone who will represent ALL of the people of the CNMI, not just the elite few. And someone who will go against the "old school" mentality of campaigning with picnic tables, tentos, and free beer. Tired tired tired of the old ways of doing things.

So, to sum it up, I hope Greg Cruz will consider running... ;)

"...i don't think that Howard Willens can survive the trip to d.c. because it requires too much time outside of his coffin."

    Hahahahahaha!!!!!!!!!!!!!!! :) :)
    Funny!

Babauta seemed to know where to tap the federal dollars. They liked him.. it seemed. Why not.

I don't think Pete A. is all that knowledgeable about programs, and funding, and potential grants, etc. Haven't seen it.. don't think we'll see it.

Froilan? Are you kidding me.. for what? Office runner?

Greg Sablan - Another "Why Not".. he is smart, decent, well-spoken, he thinks before engaging the mouth. All around good guy and very knowledgeable. If he doesn't know something, he's the type of person who either seeks out the answer, or will get the right person to do the task.

Robert Torres - Don't know. He has integrity. Seems smart. Haven't heard him enough to make a judgement.

    ReplyDelete
  14. Are you guys all kidding? The person we should send is Tina. If we want to change our image in Washington, then we need to flush everyone ever associated with the all boys club. If we are going to make a splash in DC, we must send the champ to the ring.

Who do we have smarter? Who do we have with more integrity? Who do we have that will keep us informed via internet? Who else can write a grant or submit legislation? Who else could we put on a poster to represent the Northern Marianas Islands? Who else here would not be afraid to challenge Bill O'Reily on the air live? In a political climate tainted with self serving crooks and stupid is as stupid does, with lame and weak making excuses, we should send our strongest candidate.

You look around here and tell me who could better represent our commonwealth?

Tina Sablan for 1st NMI delagate

    b. lied to Congress and totally inevective recruiting funding

    2. Juan N. Babauta, former governor and former CNMI resident representative to Washington, D.C.

    a. Rose Bowl floats and the picture of wasting NMI money on his personal vacations.

    3. Greg "Kilili" Sablan, the current executive director of the Commonwealth Election Commission

    1 - Stanley Torres

    4 - Angelo Villagomez
    5 - Greg Cruz
    6 - Jack Angelo

  18. Pete A. Tenorio has been a very effective advocate for the CNMI in DC under very difficult circumstances. He has made friends, and rebuilt bridges that others have burned. And Tina would be great, too.

    ReplyDelete
  19. And Pete A. really risked his political future to do what he thought was right. He may really pay a price for this, but that would be a shame. If we had followed his path all along, we would have ended up with a much better law.

  20. I predict that there will be no less than 8 people running. If anymore than 4 run, the race will be wide open, the vote will split, and ANYONE will be able to win.

When word gets out that the salary is $169,000 per year, every single career politician is going to run.

    ReplyDelete
  21. It will be like the Califronia Governor's race a few years ago.

    ReplyDelete
  22. so basically, Bruce Bateman has a chance!

    ReplyDelete
  23. I didn't throw Tina's name in there, because I think she's much needed here. Yes, she'd make a great first NMI Congressperson.

..and what would Pork's platform be? Cage the dogs, feast on the Napolean Wrasse, Push shifty Casino Acts, and encourage every resident to burn as much fossil-fuel as possible to contribute to our carbon footprint?

I'm sure he'll get a couple of votes.

    ReplyDelete
  24. Although Tina would be an excellent choice, there is only so many things and places she can do or be at once. She needs to focus on the governorship and let Pete A. stay in D.C.

    ReplyDelete
  25. If every career politician runs here, then we will have at least 35running and 5% would be a strong total and perhaps 750 votes could take it!

How much do delagate staffers earn yearly?

Angelo - Bruce needs you as his media consultant....why not????

  29. On a related note...The US Government Accountability Office (GAO), the investigative arm of the US Congress, released on April 14 this March 2008 report titled "Pending legislation would apply US immigration law to the CNMI with a transition period."

It basically says legislation applies U.S. immigration law to the CNMI and provides federal agencies some flexibility in preserving the CNMI’s access to workers, tourists, and foreign investors as it transitions to a federal system.

However, without implementing regulations, key details remain unknown, GAO adds.

The CNMI government disagreed with GAO's analysis of the legislation in three particular areas.

  41. The delegate race will be the only race this year. Everyone currently in office can run without having to worry about losing their job. Everyone wanting to be in office can run, too.

Hell, the governor could run if he wanted to and not have to worry about losing his job.

Bateman will win this one, though.

He has the right vision for the CNMI.

A beer and some poke on every table...that will be his campaign slogan.

What has he done for us lately? It is so easy to tear down, without offering constructive criticism.

Your bias is showing, and your credibility diminishing with your blatant partisanship.

At least a facade of reasonableness would help.

  55. New Boy Network, lol! Yes, I was a huge supporter of Ralph, but not the campaign manager. Thanks for the compliment though.

Ralph has more credibility than you have. What has he done for us lately? Hmmm, for starters? Opposed the poker bill? Wants to get rid of poker in the villages? Opposed the austerity Fridays along with Tina and Heinz? Has an open door policy? Hasn't leased a car or spent all his discretionary funds on nonsense?

If you think Ralph is so bad, tell me why? And if you have ANY BALLS, call me up! I'm in Seattle and I will gladly pay the roaming charges to enlighten your punk ass!

New Boys Network...lol! Sounds to me like you are pissed at Ralph for opposing your poker and gambling bull shit bills.

You must be a ghost writer for Greg Cruz or something even more lame. Go do yourself a favor and get an education, grow some balls, and call me! 483-4176.

lol! You are one funny idiot. Thanks for the laughs New Boys Network! Now go and get coffee for your uncle because I know you got a government job based on family and not the pea brain you possess. And hey, there is hope for you.

Waiting for your call you bebe!

    ReplyDelete
  56. Hey New Boys Network Coward, my phone is waiting... you gonna call or what?

    ReplyDelete
  57. I never said Ralph was "so bad," or made any complaint about him whatsoever.

I legitimately wondered what he'd been up to; thanks for your reply.

It is your own intemperate and one-sided advocacy that is troublesome, hardly inspiring confidence of even a free call given your blatant intolerance and judgmentalism.

You don't present a particularly open-minded persona. Why should I waste my time?

    ReplyDelete
  58. Intolerance? Yes, I am intolerant. Should I be anything else at this point? Judgmental? Who isn't these days? Everyone is judgmental, but not everyone is outspoken. That has to change.

I have never claimed I am perfect. If anything, I admit to my faults. But the old ways of doing things have destroyed this island. I want to keep emphasizing that so we don't make mistakes of the past.

I have called for change, for a revolution, and for voters to clean house. But that does not mean Tina Sablan should be included, and I am waiting for our newly elected representatives to show us what they are made of, to show some guts, to show some moxy. Tina has already done so. I'm waiting for the rest to step forward. Ralph has stepped up, and I'm proud of him.

Bottom line? Call me or don't call me, it is your call. But tell me, what is your solution New Boy? To sit on the sideline and do nothing? I would rather raise hell and call people to action. You do what you want to do. People can sit and drink beer at their favorite watering hole bitching about how things need to change, or speak up about it. I choose the latter. What do you choose? Support the old system, or call for a new way of doing things?

New Boy, I could easily assimilate and be a part of the OBN. You don't know how easy it is. But I choose not to. Perhaps it is because Tina inspired me. Perhaps it is because my parents expect more from me. Or perhaps it is because I have been enlightened. While all play a part of my reason to challenge the OBN, my main reason and motivation is my two children, who I hope to raise on Saipan. I could cut and run and find a job somewhere else or stay and fight for our future.

Your words cannot and will not ever break my resolve.

    ReplyDelete
  59. By the way, visit my blog. I have not called people out by name. I have attacked a deeply-flawed system, the OBN! It is not my responsibility to say who is and isn't a part of the OBN. I think voters are smart enough to identify them on their own if they follow the OBN criteria.

Just damn sick and tired of incompetence, greed, nepotism, and corruption. Yes, many say this system is no different from other corrupt systems in the world. So, does that justify our system? I think not. We can strive to be better, we can strive to be honest, and we can strive to find leaders who are willing to put people first before themselves. And I constantly mention Tina's name because she exemplifies the best qualities and attributes of a dedicated leader.

It's 11:30PM here in Seattle and I am beat. Good night and enjoy the power outages, courtesy of the OBN.

    Biba Koruption!

Be thankful that you still have a job. Lord knows they are a rarity in Saipan these days...

Open-minded...lol! Thanks for the laughs New Boy!

    Speak out about issues.

Flamethrowing against people, especially those you want to pass legislation, with broad unsubstantiated allegations, is not helpful.

If you think your method of rabble rousing is so great, akin to that of Ron Hodges, put your money where your mouth is.

    Run for delegate, wise guy.

That's what this thread is supposed to be about. Or are you so busy getting indignant and angry that you lose sight of that?

    Hint: Don't post while drunk.

    ReplyDelete
  66. Connections at NMC? With who? The OBN? God? Any job I have ever held has been non-political. I received 32 commendation letters over the course of 5 years at NMC, more than most employees receive over a lifetime. If you would like to review my employee file, give me your name and number and I will contact NMC's H.R., Bobbie Hunter, and she can give you a copy. I don't have anything to hide anon. Do you?

    ReplyDelete
  67. New Boy, don't post when I am drunk? Okay, but you shouldn't post when...retarded? I haven't gotten drunk in several months. I like to keep focus and my senses sharp. Do I have two or three beers? Yes, but that is my limit. I gave up drinking when it nearly cost me my marriage, and my life. Don't make accusations you cannot back up.

Flamethrowing? Why, thank you! I like that! I'm done throwing caution to the wind, New Boy Politico. I've done it for too long, worried about upsetting my wife's uncle, auntie, third-cousin from so and so's side. Where has that gotten any of us?

New Boy, we need to "torch" the old system. That is where I stand. We need to purge it, cleanse it, do away with it. Change is desperately needed. What I am calling for is a rebirth, a renewal, a renaissance...a revolution of minds.

Open your eyes to the world of problems around you. Now is not the time to be speaking softly and pandering for a job. I could easily do that in my sleep, but I choose not to. I stand to gain nothing by challenging the system. We as a society stand to gain everything by challenging the biba koruption network that has failed our people miserably. If you think I'm flamethrowing, then I guess your assessment is right.

As for you my friend, keep the criticism flowing. It is nothing new to me and is certainly nothing I cannot handle. No one is perfect, and I have never ever claimed to be. I know my limitations, and I know the wrongs I have committed in my life. But that will certainly not stop me from doing what is right. If anything, it gives me strength and determination to work at establishing an honest, clean government.

For those naysayers who say it can't happen? Two words: Tina Sablan. Almost every single person I spoke to, including her friends, predicted she would lose, including me. There was no way she could win without any real campaigning. She proved us all wrong. But she also proved that it can happen. When you set your mind to something, anything can happen.

I want what is best for our islands, and there is no way we can ever attain this with the way things are being run now.

We need honest, effective leaders. Change is in the air New Boy. Breathe it in, and maybe you will want to be a part of it.

Take care and keep voting for the OBN. Your job depends on it...

    ReplyDelete
  68. I don't vote for the OBN, even if I don't use all my choices in a multi-district election.

And your supposition of employee servility is even less accurate than my guess of intoxication.

Will there be any NBN candidates for Delegate in 2008?

    ReplyDelete
  69. I say Pete A now qualifies as an NBN candidate. Although he's been around for a long time, he's shown a gutsy independence from the OBN and has risked his political future to do what he thought was best for the CNMI. Most of the heat that he's undoubtedly going to take will really be motivated, deep down, by the fact that he dared to take another path from the OBN.

    ReplyDelete
  70. And don't say that he suppored the federalization bill because he wants to be a Congressman. He supported a reasonable approach of working with the feds before the bills were linked, and he knew his public positions would actually reduce his chances of being elected to the post that he fought so hard for the CNMI to finally have. I totally agree that Tina Sablan is the best thing to happen to the CNMI, but Pete A had a lot more to lose (a long political career) and he put it on the line.

    ReplyDelete
  71. Anon, I agree. I also applaud Pete A. Tenorio for his stance on federalization. Will I vote for him in the next election? That depends on who will be running against him.

I'm keeping my options open at this point.

  72. What about Senator Pangelinan?

"I BET 100 CASES OF SPAM ON THIS. "

ed, that's not a bet i'd want to win...even though i'[d probably lose it anyway.

Actually, that is not true. Senator frica took the austerity cut before Tina was even thinking about running. No she doesn't throw herself in front of reporters, but look at the Notes from the Hill articles, she's always done the research needed to really understand what the laws are about and what legislation would change. She's written legislation that is now law, and sometimes given the bill to someone else to introduce, to either get the support for the votes, or because the Senate cant introduce appropriation bills. That's one of the terrible problems on the Hill, legislators use legislation like tennis rackets, just lob the problem back over the net, if we're lucky. Most of them don't do the work to find out what effect changing the laws will have. Doing a good job as a lawmaker isn't noisy, or flashy. So, is this advocacy for her as a Delegate candidate? Not necessarily, but Senator frica deserves credit where credit is due. The renewable energy bill, the excise tax exemption on alternative energy components and Energy Star products, the government style 401K, the reform of the pension plan. None of that was simple or easy, she is definitely not one of the OBN, and worthy of more credit than you gave her.

    ReplyDelete
  73. I agree with the last post praising Frica. She has definitely been a very solid and conscientious public servant from Day One, not just since it's been fashionable. Come to think of it, it still isn't fashionable, because elected officials who demonstrate independence are so much in the minority. I don't like her involvement with the new labor bill, but I'm certain of one thing: she did what she thought was right, just as she always does. I'm glad that we have both her and Tina (and some of the others) up there.

    ReplyDelete
  74. Ed, you should trademark "OBN". However, I don't think we should use the term "New Boys Network". Unlike the Old Boys Network, some of the "New Boys" are actually girls. Also, they won't really be forming a network. It will be more like an enlightened collaboration of independent spirits. I would therefore offer the more gender-neutral, functionally accurate term "New Kids on the Block" (NCB).

    Sincerely,

My Ed, what a marvelous idea. Tina is my first choice for delegate and Ed Propste is my second choice.

Marianas Pride was one of the voices of reason in the movement for the much needed sweeping change here.

I did not think Tina would lose, in fact, I wrote this to Rep. Donna Christensen before the hearings:

"For years I wondered if the local islands would ever produce someone with the intestinal fortitude, honesty, and incorruptible character to incite change in the commonwealth. At the rate our high school and college students are vacating the island we saw no end in sight....and then came Tina. Her name is Tina Sablan. She is smart and tougher than she looks. When you question her she will tell you the truth, the whole truth, and you will see it in her eyes. She is an advocate to beautify Saipan turned political candidate in District 1. Within a few years you will see politicians jumping on her bandwagon out of fear. She is running Independent, probably to disassociate herself with our corrupt past because at 26years old, she is the future. She doesn't want any campaign contributions and her proprietary interest is deep rooted love for these beautiful islands and their people. Congressperson Christensen, she is your friend, Saipan's friend, and the people's friend. Please help her all you can."- RH

In fact, I also told the Republican cabinet that Juan would finish 3rd and Ben Fitial would win by 1 percent (7 Rep. party members present and I still have dated notification from A1 Realty web site announcement from 2 weeks before election) after having AP Govt. students poll 800 (5%) registered voters across districts. 1 inner cabinet member told me I did not know what I was talking about and another told me I did not understand the angle they had on absentee voters. I told them what I do understand is statistics and Fitial will win due to enormous support from Garapan and JB will come 3rd by 2%.

I also think Tina would win for Governor or Delegate, whichever she wants.

    As for:

    "method of rabble rousing"

Well, well, the way I see it is the Saipan Chamber of Commerce circled the wagons to block HR-3079without my permission and sent a lobby A team to lie to the US Congress and tell them Chamber members unanimously opposed federalization...and the day they arrived in DC, Chamberonomics I forever branded their integrity...and the credibility of that organization has never be the same.

  79. Greg Cruz could win it. He could have won his precinct...

...if we were living in Reverse World!

  86. Diego Benevente doesn't count as a non-politician, but he'd be good.

  87. Same thing with Heinz.

  88. Is there no local who has distinguished himself or herself in the private sector, or as something other than a politician, that could bring a fresh perspective?

    ReplyDelete
  89. This could even be local who moved away and is successful in Guam, Hawaii or the mainland. Think, people!

  90. How about Frank the Crank? At least he'd kick some ass.

  92. i like the frank the crank option. he is hot. but seriously... we need more NKOTB's. HOw about Janet King? She is a lawyer (or attorney i dont remember which is the right term, bar passers or not). Smart, local from tinian, and has lots of integrity. Or anthony pelegrino? maybe not... how about Boni Reyes principal of GES? She calls things like she sees them.

I personally like Rob torres as a choice. he definately has integrity. he quit ag when they tried to make him to do something he knew was wrong.

  93. Excellent point Anon! Atty Robert Torres is indeed a man of integrity. By the way and in quoting House Floor Leader JJN Camacho:

"A lawyer is someone who has a law degree, while an attorney is a lawyer who passed the bar."

  97. ms king a nice young lady but not experienced enough for rep...unless we think the rep must be local and everyone else is not that good maybe new lawyer never has made enemies and she is a nice looking girl...so yea i guess she would be good.

  98. What experience are you talking about?

MLK was in his 20s when he led the Montgomery Bus Boycott.

    Ability trumps experience any day.

  104. There is a different skill set required to be a Delegate to Congress than to be Governor or Lieutenant Governor.

This thread is about the Delegate.

  105. Yep, driving in DC is a bitch compared to Beach Road.

  106. Saipan blogger suggested every current public official could run for delegate without having to give up their current office. He and readers should think twice about that.

CNMI Constitution, art. X, sect. 5:

"Resignation from Public Office. An elected public official shall resign from office upon certification to be a candidate for another public office, if the term of the office sought begins before the end of the term of the office held."

Of course, an argument can be made that the delegate position is a "Federal" position and that therefore this CNMI constitutional provision does not apply. I don't think that argument is persuasive, however, because (1) the delegate position is for purposes of representing the CNMI, (2) the office to be resigned is a CNMI office, clearly subject to the commands of the CNMI Constitution, and (3) there is no language in this constitutional provision exempting candidates for any (particular or class of) "office sought" from its application.

    ReplyDelete
  107. Article V, Section 2 of the CNMI Constitution, concerning the term of office of the Resident Representative to the United States, provides:

"In the event that the United States confers the status of member or non-voting delegate in the United States Congress on the resident representative and such status requires a different term, the term of office of the resident representative shall be that required by such status.

Subtitle B of ISLA, providing for the Northern Mariana Islands Delegate, specifically provides that the delegate is the Resident Representative provided for by the Covenant (and the CNMI Constitution). This means the foregoing constitutional language is operative, Pete A's current term will expire at midnight January 2, 2009, and if he wishes to remain in Washington, he will have to run this fall.

It also is a clincher on the issue discussed in my previous post. Any current office-holder who wishes to run for the delegate position must first resign their current office.
