Tekk Time: Conficker It Out. April Fool's Virus?


Ok. So we don't know if this virus threat released in the news is true or another Y2K hype but it would be nice if we all back up our data and files now. This goes to the local government offices especially those that have finally migrated to electronic services. Have they? That brings me to wonder about these offices if they have sophisticated firewalls and internet securities in place. Are all desktops in these offices protected? Question is are all soon-to-be furloughed employees aware of such technology?

Anyway, it's always better be safe than sorry right? You wouldn't want to lose all important files, labor files, cases, reports et al....

O’Brien fills the position left vacant by senator-select Dr. Carmen
Fernandez. Fernandez was the VP of Administration and Finance when a recent audit released by the
Guam Office of the Public Auditor revealed that during FY2000 through the end of September 2001.
UOG's finances were in a number of instances, found to have been managed poorly.


It appears that the revolving door of employees seeing their way out of Senator Carmen Fernandez's
office continues to spin as an eleventh employee has called it quits. Legislative assistant Michelle
Harris submitted her resignation this morning.

Harris says the senator required a doctor's note
from her in order to care for her son who has been diagnosed with pneumonia, a demand that Harris
describes as “immature.” While the incident isn't the only reason why she has left the office,
Harris adds that with the senator's role as the chairperson for the Committee on Education, she felt
Fernandez hasn't showed any movement toward anything that truly benefits children.

As the workload for Senator Carmen Fernandez increases, her staff
numbers continue to drop. The most recent resignation of policy analyst Mark Duarte would mark the
twelfth employee to have walked out of the office, reducing her staff size to three.

“In the
meantime, I'm working on some staff hirings and those are still being worked on right now for the
moment we have three people on staff and we're looking at bringing at least two more on staff,”
said the freshman senator.

Fernandez argues that the number of employees who have left her office
is not twelve; however she did not provide documentation proving otherwise. Meanwhile, she says
Duarte's departure was planned from the beginning. The former policy analyst will now be pursuing
law school.

February 25, 2005 - After being a one term senator in Guam transferring tax payer funds to pay
for a new job for yourself? Seems a little unethical.

Former senator Carmen Fernandez has still
not responded to KUAM's request for comment on the use of her lapsed funds. As reported, at the end
of her term former senator Fernandez transferred nearly $12,000 to Senator Frank Aguon, Jr.
According to Senator Aguon, Fernandez later asked him for a job, and when he declined, asked if the
funds could be transferred to any other senator who might hire her.

Senator Rory Respicio hired
Fernandez for most of the month of January and she was paid $5,000, according to the Legislature's
Accounting Department. On Wednesday Senator Aguon transferred $15,000 to Senator Respicio, however
both senators deny the money is connected to the nearly-$12,000 in lapsed funds given to Aguon by
Fernandez.

Congratulation to Carmen for her hard work with Senator Jude Hofschneider and others. Carmen is good at seduction. She uses that sexy body of her to lure men and women.

Carmen make me tingle in my dingle.

Please someone check why this woman make $80,000 a year and still get $800 a month for housing and then get to drives CREES car to the bars of Saipan and use gas card and get reimbursedment for wining and dining and sometime sixty-nining.

Carmen's staff in Guam quit with her when she was Senator. Saipan now have the highest attrition rate under this witch.

The NMC President's two-year contract expires in May, which means a renewal would be in processing right about now.

Those impressed by her exemplary leadership should be publicly supporting her renewal to the Board of Regents.

Conversely, those who are of the view that she has led us down the wrong path, or that her vindictive management style is inimical to academic freedom should be expressing those concerns in writing to the Board of Regents, opposing another contract for her.

As a matter of law, it is a lot easier to not renew someone than to terminate her mid-contract. Unless NMC has lots of extra money to waste defending a lawsuit, now would be the best time to let her go.

Perhaps the accreditation issue is her job insurance? Or her “friendly” relations with certain Board members?

I suppose there are various ways of keeping one's job.

What sort of grievance could a student have against the Chair of the Board of Regents? The BOR doesn't get involved in the day-to-day operations of NMC. That is the President's job.

If the grievance involves sexual harrassment or other embarrassing allegation against the Chair, and the President were using that as blackmail to help her contract renewal, someone with actual knowledge (such as the student or her attorney) should contact the FBI because NMC receives federal program funds and that would be a felony for Dr. Fernandez and Mr. Cepeda.

How the hell did they pick the guy in charge of the board? I've had to deal with him several times during the past year and found him single mindedly focused on his self perceived aristocratic chamorro pedigree. Much like Fernandez, Janice Tenorio and the rest of the weight/intellect challenged NMC management team.

Is he, as word has it, really Carmen's 'boy toy'?

If so, as Ass Licker Anony points out above- he needs your prayers.
