Popstar Rihanna must be singing all over the islands today....Her Grammy winning song "Umbrella" lingers in the Marianas....

However, this "Umbrella" in the CNMI is about the permit that will be distributed to the "alien" or contract workers that according to Saipan Tribune about 9,000 to 11,000 will be given away next week. Ahhh...sounds like a winning prize in a Wheel of Fortune game on TV.

A good economy helps all of us, so, yes, I will vote for Ben and Eloy because of all they're doing to save our economy despite the best efforts of the Feds to punish us because we have been victimized by Abramoff and foreign employers who have flouted federal law with impunity for three decades.

Within the U.S., Customs and Immigration were combined for efficiency when DHS was formed in March 2003, with the former having been part of Treasury and the latter of Justice.

Hence CBP (Customs and Border Protection) and ICE. But CNMI federalization was only minimum wage and immigration -- not customs.

Guam and the CNMI still control their own customs. There has been been no change at all on that score, though if HA! and Tina! have their way, this might be the next to be federalized.

I'm sure the mistake about Customs wasn't intentional, but it illustrates the sort of misunderstanding upon which Bitter Ed Propst and Smart Glen Hunter have been basing their hateful anti-Fitial propaganda that imputes racism and greed to Ben and Eloy's visionary protection of our citizenry and economy, to the greatest extent possible.

It is ultimately the anti-Fitialites who are racist, demeaning the 95.5% of the world who are not U.S. citizens as if there were something inhumane about any of them returning home.

If U.S. Customs will have no jurisdiction here, why have they been visiting the CNMI conducting facility inspections and meeting with government officials like CPA the legislature, and so on? Seems like a waste of time if they're not gonna actually do anything.

In answer to your question, as I mentioned at 10:06, U.S. Customs and U.S. Immigration were merged in March 2003 for efficiency into bureaus of Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), and U.S. Citizenship and Immigration Services (USCIS) (no customs component).

So when our local media report visits here by U.S. "Customs," it is actually CBP and ICE concerned about Border Protection and Immigration Enforcement.

Customs and Customs Enforcement will continue to be a local responsibility, though the feds will contine to work closely with the CNMI in most other spheres of law enforcement.

Except for DEA, of course, when the Guam-based soon to be former Resident Agent in Charge disregarded the usual intergovernmental protocols and strip-searched or otherwise intrusively inspected an entire plane -- an inaugural flight, at that!

Looks like the DHS Regulations on Guest Workers got released (Unheard no more blog). I had a feeling this so called umbrella permit wasn't goint to mean jack!
It had no credibility other then trying to gain the vote of the business community, DHS doesn't give a crap about any umbrella. When the feds take over immigration they are going to tell the admin to shove the umbrella up their asses and open it. Those with real ligitamite labor permits can will be eligible for their permits(CW-1 /2 )provided they are legally employeed now by legitimate businesses. Employers of quest workers will have to apply for what is called CW-1 the the CNMI labor permit becomes a mute issue.

Well, the CW-1 costs $550 all-in versus $350 for the CNMI entry permit, so the latter is a better deal.

Unless you want a visa so as to be able to visit home sometime during the validity of your entry permit.

Or if you want to bring your spouse and minor kids here with a CW-2 visa, in which case you'll need the CW-1 permit first.

Heinz was a great candidate in 2005 and will be equally ready to take up the reins of leadership in 2013 (just like Babauta and Fitial had to wait their turn).

What we need right now is proven leadership who have solved real problems (fixed CUC power outages caused by decades of deferred maintenance; reduced NMIRF unfunded liability by $1 billion), understand economics, and have proven business experience.

Hint: Real, profit-making businesses do not keep figureheads on the payroll for nine years.

Did the U.S. Attorney lie when he thanked the OAG?

The federal justice system avoids politicizing the justice system. It is gravely unfortunate that the most outspoken supporters of putative "change" candidates seem so unable to comprehend this basic element of American criminal law.

And if candidates attract such misguided supporters, and confide in them with their most sensitive deliberations -- as one very blog-popular senatorial candidate is known to do -- what does that say about such candidates' judgment, discretion, and use of vengefulness as an integral element of their campaigns.

Such "change" is not, not, NOT the direction the CNMI should go.

We need not talk, but action. Proven experience.

I am holding the hard copy of the Press Statement. I am also looking through the testimonials and all relevant and accurate accounts. They all indicate clearly that the CNMI Office of the Public Auditor notified the FBI and the Office of the Attorney General. Perhaps the thanks you speak of was a thank you to the AGO for staying out of the way while JUSTICE WAS SERVED.

I gave Ed B a call just to verify and he gave credit to the OPA, Mike specifically. AWESOME! Glad Ed is a bunch better than that Acting guy was.

Action? Get off the blogs and start getting some ACTION done and stop trying to steal credit for things that other had done. Big props to the witnesses that came forward from CUC!

Stop trying to emulate Fitial in stealing Heinz's health care corporation bill.

Getting back to the topic, the Contract Workers' friends and relatives who are considering who to support for governor should consider which is and has been better at promoting jobs and a sound economy.

Ben's local control of labor, with freedom to travel and compassionate Umbrella Permits, or the anti-Fitialites' CW-1 visa (to be applied for abroad) under federalization?

Keep in mind that the language of federalization, Pub. L. 110-229, explicitly calls for the phase-out of ALL guest workers within five years!

This is the federalization law supported by Tina Sablan, Wendy Doromal, and apparently the HA! campaign or at least their most outspoken supporters.

Ben and Eloy are fighting in court to allow our hard-working laborers to continue to live in the CNMI according to the terms under which they have prospered for decades.

Who is the true friend of guest workers? The leader who fights to keep them here, even spending a half million dollars from his official account on their behalf and to preserve our economy, or the federalizers whose "solution" is to phase them out?

Lets look at laws why dont we? Keep in mind Gov's and Cinta's Local Labor law (15-108) still says that ALL GUEST WORKERS must leave the cnmi for 6 months every 2 years. Do you remember that? Compassion for long term workers? Stable workforce? Go suck up more gas fumes.

You can bring the number of foreign guest workers to zero in a heartbeat without a shock to Saipan by simply granting them status. The governor only now has changed his mind on this. Little late. He lobbied to remove the status provision from the Federal Bill. TSK TSK TSK. Not a very good leader. Poor long term vision.

Here is are a few of the UNFRIENDLY TO GUEST WORKER sections of Cinta and Fitials PL 15-108. This law is still on the books and was passed by Cinta and Signed by Fitial:

Section 4531 requires 100% hiring of citizens and permanent residents by the CNMI
government as the general rule.


This is the reason CUC let go of the Foreign Engineers and the reason the maintenance was not properly handled. Guest worker friendly? NO

Isn't this same Governor the one that just placed CHC under Emergency so he could violate his own neices bill and hire doctors from the PI. Consistent? NO
