The Buzz: Don't Drink and Drive. No. Seriously.

It's becoming more of a cliche on the island when the local police department has been actively campaigning for a "Don't Drink and Drive" in the CNMI.

Yes. You should take this seriously now.
Why? Because, the buzz around town is that physicians at the Commonwealth Health Center have been telling people that they should avoid driving when they are intoxicated from now on.
Again, why? Because there are no doctors left on the island to treat victims of road mishaps or tragic accidents.

T'all boils down to lacking of staff due to several reasons that concerned healthcare professional "John Livingston" wrote and sent to the papers recently, entitled "What ails our CHC?"
So, the doctors say if you can prevent and at least not to drink way too much, that'd be good for you. If you're too drunk, let somebody drive for you.

(noni)...Let's talk about a more life-threating CHC issue... that is the upfront payment CHC is requiring. While this may seem reasonable, on two occasions I've witnessed CHC personnel explaining to non-resident workers the fact that they need to pay upfront. In one case the woman looked like she was a factory worker, in the second it was a Filipino man bringing in his teenage son. On both occasions the individuals left without seeking any medical attention. Just imagine yourself in the place of that factory worker or even in the place of any non-resident worker who is turned away and then has to go and get their employer to front them money for care... any reasonable person here would know that this just ain't happening. The accounting department at whatever factory is not doling out money for the upfront payments needed to cover ill workers who go to CHC.

Posted at CHC are notices instructing folks to approach their employers for the upfront payment. This is Ludicrous!

Do you know how many people are not seeking necessary or preventative medical care because of this? Alot.

Instead of beefing up collections... all they do is keep sick people from getting needed care.

Now this is a travesty, and one that noone in the community has seemed to want to discuss.

half-assed? the point is people are not receiving needed medical care. and yes... if they collected on the bills, they'd be doing alot better financially. do you know how much CHC is owed? i'm not going to quote a figure as I can't recall exactly...but it is a very significant amount.

and the reality is... as if you haven't resided here or something...is that the chances a local resident can pay up front are FAR FAR greater than that of a factory worker. if you want to argue otherwise...you're in lala land.

I dont think anyone should be refused emergency care, regardless of who you are or what nationality you may be and regardless of if you can afford it or not...its just not right! I recently had an experience where I was sent to CHC from another clinic for an emergency Ultra-sound, I was told to proceed IMMEDIATELY to CHC's ultrasound area and my doctor even called ahead of time to make sure they could take me right away..it was that urgent...infact, i was in a situation that could have possibly killed me...When I arrived at CHC I went straight to the window at ultrasound only to be told by the lady there, that I would have to go make my co-payment at the cashiers window first before I could be seen...WTF? I was sent there for an emergency..i need an ultrasound right away..I wasn't even suppose to be standing up and moving, let alone stand in a long line waiting to make a co-payment!??!! But I had no choice...they refused to do anything till I made my co-payment...so I stood in line, made my payment and then went back for my ultrasound..all the time thinking what would happen if I had rushed out without my purse or wallet seeing that I was having an emergency situation??? Or what if I had to rush one of my kids to the hospital and for some reason didn't have the $5 copayment on me??? It's absolutely scary!

guess how many sober drivers are out after the super bowl. what time is that locally?

how many people work the graveyard shift and drink in the mornings?

how many alcoholics are "functionally" drunk all day?

the crux of my argument revolves around this statement. when you "think you'll be okay" you're not just putting your own personal safety at risk.

hell, some guy could veer off the road and crash into your house.

anyway, as for what's going on at chc...

what an effin joke of a system. Ridiculous policies like that are why everyone's leaving the hospital.

billing is usually handled after the procedures are carried out. my guess is that too many people haven't been paying and the chc is forced to break out some drastic measures.

on that note, isn't it against the hippocratic oath that doctors take to not treat people in need of care?

well, i guess you could read into it that way. i'd like to think so. anyway, on with the haves v. have nots...


local workers are paid less than their counterparts in the factories because the factories are paying for the off-island workers' medical coverage, food and housing.

local workers have to pay for their own housing, food and health coverage. i know because i am one (but not one working at a factory).

using that standard, it's pretty non-lala land that the medical payments are an easier obstacle to overcome for the contract workers. the same cannot be said for the illegals though. they're in the same boat or in worse shape than the locals.

that's not to say that the wealthy locals are worse off. those with cash can receive care without fail.

an apples to apples comparison is clearly in favor of the guest workers when it comes to having the means to obtain treatment at the hospital. it's not something a majority of them have to save up for because they already have it written into their contracts.

i am sure that some don't, but my experience with my coworkers was that all of them had free health care.

I know the conversation hasn't gone this way yet, but the CNMI is very lucky to have a government run hospital. In 24 years in the mainland, I never went to a single government run clinic, hospital, or whatever. I always went to a private practice.

There is nothing that says the CNMI has to have a hospital.

...there was also that story about the 300 workers from illinois that were brought here to work at a factory, their employer took off and left them all stranded, unpaid for 6 months and without any means to return to illinois...

so what exactly is the amount of money that the “average local/stateside worker” makes? any figures on that? since you’re dealing in generalities, maybe you can whip up some sort of a ballpark figure.

i can tell you that a dollar for dollar comparison that two folks (one being a contract worker and the other being a local) doing the same job for the same company aren’t being compensated equally.

when both people receive the same paycheck but only one of them has to provide housing, meals and health care coverage for himself, then it’s clearly an injustice. that’s the case for local workers.

that goes for reporters, bush cutters, garment workers, gas station attendants, waitresses, mechanics, and more.

so how is it easier for a contract worker, whose healthcare benefits are paid for by his company as written into his contract, to pay for medical treatment? it isn’t. are you talking about the co-pay? well then it’s still harder for the local guy in the same job at the same company (stay apples to apples on this one) because he has a lot less cash after paying for his housing, meals and medical coverage premiums.

these facts are self-evident and undisputable. of course, if you take someone like a worthless lobbyist and compare him to a hand sewer there’s no comparison at all.

as for “the average non-resident worker” not being granted “the same respect” or having the same latitude as the "average local/stateside worker,” i guess that depends on who is doing the respecting.

either way, that has nothing to do with the benefits packages…

i greatly respect anyone who travels overseas in an effort to find more money to support their family back home. how noble is that? it’s an incredible sacrifice. as far as having “the same latitude as the ‘average’ local/stateside worker,” that’s not because of anything but having a backbone.

when i was with the trib i was the only one who stood up for my coworkers during our meetings with management and human resources, but clearly anyone could have. instead, people sat there quietly at the table only to pat me on the back outside of the meeting.

everyone had the same opportunity to voice their opinions, but for the most part nobody did.

why?

probably because they were afraid of not getting their contracts renewed if they brought attention to themselves. understandable, but not inexcusable. if you let yourself be like dirt people will feel free to walk all over you.

the company could have fired me at any time and would have been completely within their right to because i was an “at will” hire. they didn’t. is that because they respected me more because i am a “local/stateside worker?”

no, it’s because i did my job everyday of the week and stood up for what i believed was wrong with regard to some of our policies. if i wasn’t there our coworker would have been on the receiving end of a 25-percent pay cut and sucked it up like champs—regardless of what their contracts said.

i called management out on their bullshit and it didn’t happen. why? because i called the department of labor and started asking questions about it. oh and i let my employers know i was speaking with labor about it and later presented the company with facts about what they were doing and what wasn’t legal.

because i am a “local/stateside worker” i was actually at a disadvantage because I didn’t have a contract to dispute. all i had was my offer letter. at the trib could have picked up the phone and asked questions of their government sources. did they? nope. it’s not because we’re treated differently, it’s because we simply operate differently.

that's a whole different can of worms but , but if the laws were enforced, the contract workers have plenty of advantages in the system. my advice to the contract workers is to organize, learn the laws and take advantage of your knowledge by hammering the people who hold you back.

shit, advocate for yourself. advocate for each other. if not then there’s nothing to complain about. instead they waste too much time arguing about who should be in charge of the organizations and petty in-house issues to get anything accomplished.

yes. same here. the reason why i posted the drunk driving or should i say "drunk drinking" on our blog. i even got personal emails telling me that what's written here is disgusting and many more. well, in our profession we do put up to such emails, threats, angsts etc but we overcome those everyday. thanks for reading on our blog. These issues are what beleaguering the island right now and at least the hundred(s) of bloggers, i believe, have to know these.

On the topic of the poor having access to medical care:

1. U.S. citizens have an advantage over aliens--they can get Medicaid.

2. Contract workers are supposed to be covered in all medical expenses by their employer. They're obviously not. This is another failure of enforcing laws designed to protect them.

3. Citizens from the freely associated states (FSM, Palau, Marshall Islands) cannot get Medicaid, but can get MIAP. (Perhaps aliens can qualify for this, too? I don't know.) MIAP is a local program designed to help with the cost of medical care.

4. CHC is not supposed to turn away anyone for lack of funds. At least, I think that's the law. It relates to care, not medicine and other similar costs, though.

5. CHC needs much better financial management as to its consumer collection policies. They do need to collect more systematically for their services (with prompt billings). They should stay away from collectors like Reliable Collection Agency, imho. An up-front payment policy for non-emergencies is not a bad policy, but there must be rules and protocols for helping those without funds.

It's a messy situation and needs improvement. But CHC has saved lives and needs our support, too.

So lets get back to drunk driving. Or at least to accusations tht one might be driving drunk:


While I agree that irresponsible drinking and driving can cause unexpected and sometimes horrendous consequences, I think the whole MADD thing has taken America, and by default, the CNMI in the wrong direction.

The reaction to this problem several years ago has led to a distinct and frightening break from Constitutional protections.

A person can now be stopped on the road with no probable cause whatsoever and have their persons and their property rights violated simply because they were driving at a certain place and a certain time. This precedent can and will be used as time goes on to further intrude on the individual freedoms supposedly held so dear by Americans. Freedoms once lost are not often regained without bloodshed.

A far better solution is to prosecute heavily and attach stringent but appropriate punishments to those who actually cause damage to others or their property.

What we have now is a witch hunt designed to harass and persecute those who have committed no crime at all. Crime categories have been invented to generate huge confiscatory and cash windfalls in the US, and to a lesser extent thankfully, here. All based on a crime that a person MIGHT have committed if he had not been stopped and harassed thusly.

How far down this slope to totalitarian slavery are we willing to go? "But officer I wasn't going to actually catch that fish out of season, I just wrote about it." "Sorry son, we'll have to take you in for thought crimes against the State". "I'm just doing my job". (I believe that last is a quote from Herman Goering).

DRINKING and DRIVING is just stupid. Especially because it is dangerous to sober drivers or pedestrians on or around the roadways. I propose legislation that would require every car to be equipped by a breathalizer behind the wheel.

At .05 BAC (blood alcohol content) the vehicle automatically engages its hazard lights in a specific flashing pattern to alert others to a DUI candidate while driving.

At .08 BAC the vehicle automatically beeps its horn intermittently every 20 seconds upon ignition while driving.

At .12 BAC the vehicle gas line disengages after 500 feet prompting the car to come to a crawl.

At .15 BAC the airbags deploy upon ignition.

At .20 BAC the vehicle violently implodes upon ignition.

I actually don't know anything about BAC and physiological effects but so those numbers could fluctuate.

We set up a bumper car ride with breathalizer technology; it won't go until you register a .8. It goes 20% faster if you can muster a 1.0 and has optional sideways steering past 1.2. Drinks could be served at the ticket booth.

Those of legal drinking age could indulge themselves and bash around harmlessly with the sparky metal thing zinging ozone into the air on contact with the metal roof.

You can refuse the 'dance' test aka roadside sobriety test and should do so by all means. It is designed for only one purpose...to convict you whether you are drunk or not.

You can refuse the breathalyzer too but that is a separate offence.

Best bet; force them to take you to get a blood test and a back up as well. The breath test is often uncalibrated and wrong.

I sat on two juries and watched the slam-dunk prosecutors use to try to convict. I learned the above lessons from those trials. I also watched as the defense atty forced the arresting officer to perform the same roadside test in front of the jury...he failed like a big dog. We acquitted.

this type of crap (autobreathalyzers, adult seatbelt laws, helmets) is invasive and unamerican... their will come a time when we'll all be forced to around in full-bodied padded safety suits, living michelin-men if you will. Our kids will no longer no the freedom of riding a bike without shin guards, knee pads, elbow pads, chest guard, helmet, safety gloves and regulation biking shoes...

...and any comment i make on the cnmi that I try to push as a fact is researched. while i've only lived here for about five years, all of my comments are based in what's been published, personal interviews and my understanding of things--and i preface my opinions as such.

it's not that i'm saying that i'm always right, because nobody's perfect.

you smack on me for not being here and talking to enough people. how ridiculous is that? i worked as a reporter for three and a half years. i hung out with lawyers, bush cutters, doctors, mechanics, government officials, security guards, ceo’s, taxi drivers, police chiefs, firemen, olympians and gas station attendants.

you're right. i am hardly the average “local/stateside worker” because i have moved through the community and call people from all walks of life my friends. they’ve told me plenty about the cnmi. sure, i'll never be able to say that i was born and raised here, but i’ve picked up a few tips along the way.

one of the most interesting things i've heard out here was about four years ago when i gave a drunk guy, whom i've previously never met, a ride home from the cowtown raceway following the annual motocross championships.

as we cruised down middle road (appropriate for this blog) he said that the roads on saipan used to be much narrower and that the cars passed much closer to each other than they do today.

he continued saying that the people of saipan used to be much closer as well, with everyone more or less know each other in every village. as time passed, he became saddened to see that people began to move farther apart from each other in much the same way as the roads.

i've spoken to many people about many things. i'm not an expert on anything and that’s why i respect the readers’ intelligence by supporting my claims with facts.

and you? you called out boni's intelligence. what a joke. one of the brightest and most creative people out here who makes ges run smoothly on a shoestring budget has to be brilliant.

what are your accomplishments?

maybe you’re the drunk guy i gave a ride home years ago. unfortunately, i doubt it. he was by far deeper and more willing to help me understand the cnmi rather than throw my inexperience in my face to shame me out of here.

wow...so now i'm "ridiculous and ignorant" (and half-assed). keep going principal.

...there are alot of "hardworking" people out there making ends meet with very little. we're all in the sinking boat together... it is PSS that is starting to get under peoples skin for their ignorance (and whining. but we see that might be endemic to the system).

we all want our kids to have the best education. but when there aren't the resources, there aren't the resources. pss will be incredibly worse off should this place become a total economic basketcase.

pss is in an enviable position as everyone treats them with kid gloves. noone wants to hurt the kids after all. but pss should not be the only entity that doesn't suffer. the suffering should be spread around.

besides, all this talk about 19 to 24 kids in a classroom is questionable. the highest quality doctors, engineers and technicians today are being produced in india, the philippines, malaysia, etc. and they have relatively little compared to cnmi and stateside schools. what has the US been producing the last couple of decades... not a whole lot.

p.s.-now don't go cryin' to rev again...okay?

regarding PSS, the education system in the CNMI has been doing its best to be as enduring with limited resources. the CNMI is just following a federal standards to keep up with its increasing reliance to federal grants. much as it wants to be more resourceful on student teacher ratio, the officials just feel that it's not right and very unAmerican.

we know that the CNMI can pull through with the current economic downturn, but it's just not right. this is an American soil, so it's not right to leave the kids behind.

While many of us differ, arguably the best way to grow the economy is through lobbying to maintain the right to use the same tools that worked in the 1980s -- smart use of foreign labor (but without the abuse this time) and capital investment.

A good start would be 99-year leases of public lands for cash investment infusions of $50 million or more.

3)central office should consist of a commissioner, a secretary and program heads that are fully federally funded only.

5)no more armies of parapros (what is a parapro?)
6)nix the bilingual program
7)nix home economy programs
8)one gov't vehicle per school (a pickup truck)
9)no more school construction projects
10)no more off-island conferences or "teacher development" programs

tamara i think your blog is excellent enough to stand on its own and not be listed as g'mans sister on the master list... i heard about it from a friend and could not find it on the master list that the saipan blogger compiled.. please ask the Saipan Blogger to list it properly. thank you, rt

DPH is asking if you know medical professionals who would want to practice on an island paradise such as Saipan, give them the lead and they'd contact them. contact the doctors who'd work to serve not actually for the pay....

(noni) okay...one last comment.

after spending several hundred thousand dollars on medical school, i sincerely doubt that you are going to find a whole lot of doctors out there who are going to work without fair compensation. you need only look to the medical industry to realize they don't do the work only out of the goodness of their hearts.

that's not to say they don't make small donations of service and time here and there... that's also not to say they aren't good people... they have loans, bills and aspirations like everyone else.
